February 08, 2022. President Ilham Aliyev signed a decree on amendments to the “Rules for issuing mortgage loans, including preferential mortgage loans, at the expense of the Mortgage and Credit Guarantee Fund.” According to the decree, members of a young family who have worked as a journalist for at least 5 years and are included in the Mass Media Register have the right to receive a preferential mortgage loan. In addition, subparagraph 3.2.8 has been added to this article. This paragraph states that persons who have worked as a journalist for at least 15 years and are included in the Media Register can also benefit from the preferential mortgage terms.
In the previous version of the law, members of the martyr’s family, national heroes, internally displaced persons (IDPs), teachers with a qualifying period of up to 5 years, winners of international competitions, and the like were entitled to receive preferential mortgages.
